Superintendents meet with legislators, recommending legislation, reviewing submitted bills, organizing and providing written and oral testimony, and attending hearings.  ​

The Superintendent of the Year is chosen annually by a panel of other Maryland superintendents following an extensive application process; the winner then goes on to represent the state in the National Superintendent of the Year process, all of which is a program of AASA:  The School Superintendents Association.  The announcement is made at the concluding banquet of the Maryland Negotiation Service (MNS) Conference, an affiliate of the Public School Superintendents' Association of Maryland (PSSAM).  This year's Maryland Superintendent of the year is Dr. Karen M. Couch, Superintendent of Kent County Public Schools.

Advocacy 
​Striving to develop consensus positions

Being a voice for Superintendents by organizing events such as Superintendents Day in Annapolis, meeting with State leaders and attending state events all contribute to Superintendent voices being heard by decision makers.

​PSSAM partners with a variety of educational organizations to promote public education in Maryland.  These organizations include the Maryland Association of Boards of Education, Association of School Business Officials and the Maryland Association of Elementary and Secondary Principals.

PSSAM works with MACO, whenever possible, including attending the annual conference to share the perspective of Superintendents and learn about more effective ways to deliver services to the community and be an active voice in local government.

​PSSAM attends all meetings of the Maryland State Board of Education.  When appropriate, PSSAM organizes and provides written and oral testimony on proposed regulations and other matters.

PSSAM develops and promotes partnerships with the Maryland Higher Education Commission and the Maryland Association of Community Colleges to assist our students as they transition from high school to college.

PSSAM actively works with the AASA to support national initiatives for public schools.  In addition, as appropriate, PSSAM meets with federal elected officials, staff members and representatives of the Executive Branch.
