The Public School Superintendents’ Association of Maryland (PSSAM), on behalf of all twenty-four public school superintendents, supports Senate Bill 48. 


PSSAM has worked closely with the Interagency Commission on School Construction (IAC) to refine Senate Bill 48 so that it more fully aligns with the realities of school construction planning and implementation across Maryland’s local school systems. We appreciate the IAC’s willingness to engage meaningfully with school system leaders and incorporate feedback through amendments to SB 48 and its House crossfile, HB 233.


As amended, this legislation reflects a truly collaborative effort among the IAC, the Maryland Association of Boards of Education (MABE), and local facilities directors from across the State. These revisions ensure that the bill not only advances the IAC’s policy goals, but also provides school systems with the clarity, consistency, and actionable information necessary to effectively plan, prioritize, and deliver critical school construction projects.


PSSAM appreciates the IAC’s responsiveness and commitment to partnership throughout this process. This level of collaboration strengthens both the policy and its implementation and serves as a model for how complex capital issues should be addressed.


For these reasons, PSSAM supports SB 48 and requests a favorable report.
